What is the National Disability Insurance Scheme (NDIS)?

The NDIS is Australia's first national scheme for people with disability, providing funding directly to eligible individuals to gain more time with family and friends, greater independence, access to new skills, jobs, or volunteering in their community, and an improved quality of life. The scheme is administered by the National Disability Insurance Agency (NDIA) and now supports over 500,000 Australians with disability to access the services and supports they need.

How does the NDIS work?

The NDIS provides funding based on what is 'reasonable' and 'necessary' to pursue your goals, in addition to the support provided by family, friends, and other community and government services. The scheme allocates funding to an individual, with the individual, their guardian or a private "plan manager" purchasing goods and services from suppliers. It is entirely publicly funded and not means-tested, with recipients not purchasing or contributing to the scheme directly.

Who is eligible and how to apply?

Who is eligible for the NDIS?

To be eligible for the NDIS, you must: be under 65 years of age when you apply, be an Australian citizen or hold a permanent visa or Protected Special Category visa, meet the disability requirements, and live in Australia where the NDIS is available. The disability requirements include having a permanent and significant disability that substantially reduces your ability to participate effectively in activities, or perform tasks or actions unless you have assistance from other people, assistive technology, or equipment.

How do I apply for the NDIS?

If you think you are eligible for the NDIS, you can contact your local NDIS Office or local NDIS partner and ask them to support you to connect with local disability supports or apply to the NDIS if eligible. You can also phone the NDIS on 1800 800 110 to be supported to apply to the NDIS. The application process involves making an access request, completing the NDIS application form, submitting supporting documents, and waiting for the NDIA review and decision.

What disabilities does the NDIS cover?

NDIS covers multiple disabilities including intellectual disability, autism, cerebral palsy, genetic conditions, spinal cord injury or brain injury, permanent blindness, permanent bilateral hearing loss, deafblindness, and amputation or congenital absence of limbs. The scheme provides funding for permanent impairments that substantially affect your ability to care for yourself, mobilize, or communicate.

How goals are set and plans are reviewed

How are NDIS goals set?

Goals in an NDIS plan are personal objectives you aim to achieve with the support of NDIS funding, unique to each participant and can range from improving personal skills, gaining better social interactions, to achieving specific educational or vocational outcomes. Your NDIS plan is a written agreement worked out with you, where staff will ask questions about how you are going in different areas of your life, what goals you would like to pursue and what kind of help and support you need.

How often are NDIS plans reviewed?

Every NDIS plan includes a 'reassessment date' where the plan needs to be looked at by this date to decide if any changes are needed. Plans are typically active for 12 to 24 months but can be as short as three months or as long as 36 months. The plan reassessment experience will start with a participant check-in, where the NDIA contacts you near your current plan end date to book your plan reassessment meeting.

Can I request an early plan review?

Yes, if you need changes to your plan before the reassessment date, you can contact the NDIA at any time to ask about making changes to your plan. If you ask for a plan reassessment, the NDIA will respond within 21 days by varying your plan, replacing your plan with a new plan, or making a decision not to reassess your plan.

Comparison of self-, plan-, and NDIA-managed options

What are the three ways to manage my NDIS funding?

There are three options to manage your NDIS funding: self-managed, plan-managed and NDIA-managed. You can also choose a combination of the three options, such as self-managing one part of your plan to start with and having the rest managed by the NDIA.

What is self-managed funding?

Self-managed funding gives you full control over your NDIS budget where you choose your providers, manage payments, and take care of all related financial tasks yourself or with the help of a trusted nominee. When you self-manage your funding, you're responsible for selecting and paying your service providers, claiming reimbursements through the NDIS myplace portal, and keeping accurate records of your spending.

What is plan-managed funding?

Plan management is when a provider supports you to manage funding in your NDIS plan, where these providers are known as plan managers. The NDIA will provide funding in your plan to pay for a Plan Manager who pays your providers for you, helps you keep track of funds and takes care of financial reporting for you. Plan managers act as a trusted intermediary for NDIS participants, ensuring invoices are processed correctly, expenses follow NDIS guidelines, and participants get the most out of their plan's funding.

What is NDIA-managed funding?

NDIA-managed funding means the NDIA pays your providers on your behalf. This is the most straightforward option where you don't need to handle any financial administration yourself, but you have less flexibility in choosing providers compared to self-managed or plan-managed options.

How much does plan management cost?

When Plan Management or 'improved life choices' is included in your NDIS plan, you can access plan management services with no cost to you as it's funded separately and doesn't take away money from your other supports. The NDIS will include funding in your plan to pay for your plan manager, which is separate from your other services and supports in your budget.
